There being no objection, it was so ordered. Amendment No. 1 was offered by Representatives Pruitt and Eastman: Page 1, lines 1 - 4 (title amendment): Delete "removing from the exempt service of the state persons who are employed in a professional capacity to make a temporary or special inquiry, study, or examination as authorized by the governor and including those persons in the partially exempt service of the state" Insert "relating to compensation for certain public officials, officers, and employees who are not covered by a collective bargaining agreement" 2019-04-05 House Journal Page 0470 Page 1, following line 7: Insert new bill sections to read: "* Section 1. AS 18.56.070 is amended to read: Sec. 18.56.070. Director and employees [PERSONNEL] exempt from state Personnel Act. The executive director and employees [PERSONNEL] of the corporation are in the exempt service under [FROM] AS 39.25. * Sec. 2. AS 24.10.060(c) is amended to read: (c) Except as provided in (e) of this section for hourly employees, all employees of the legislature are employed subject to (1) classification and wage plans, including pay increments comparable to pay increments under AS 39.27.011(h), based on the merit principle and adapted to the special needs of the legislature; and (2) the general state laws regarding leave and retirement. * Sec. 3. AS 31.25.065 is amended to read: Sec. 31.25.065. Director and employees [PERSONNEL] exempt from State Personnel Act. The executive director and employees [PERSONNEL] of the corporation are in the exempt service under [EXEMPT FROM] AS 39.25. * Sec. 4. AS 39.25.110(11) is amended to read: (11) the executive director [OFFICERS] and employees of the following boards, commissions, and authorities: (A) [REPEALED (B)] Alaska Permanent Fund Corporation; (B) [(C)] Alaska Industrial Development and Export Authority; (C) [(D)] Alaska Commercial Fisheries Entry Commission; (D) [(E)] Alaska Commission on Postsecondary Education; (E) [(F)] Alaska Aerospace Corporation; (F) [(G) REPEALED (H)] Alaska Gasline Development Corporation and subsidiaries of the Alaska Gasline Development Corporation; (G) Alaska Housing Finance Corporation; (H) Alaska Energy Authority; * Sec. 5. AS 39.25.110(18) is amended to read: (18) the executive director and employees of the 2019-04-05 House Journal Page 0471 Alaska Seafood Marketing Institute; * Sec. 6. AS 39.25.110(26) is amended to read: (26) professionally credentialed investment officers [IN THE DEPARTMENT OF REVENUE]; * Sec. 7. AS 39.25.110 is amended by adding new subsections to read: (b) The maximum salary of a position under (a) of this section, except for (a)(1) - (3) and (a)(40), is $300,000 a year. (c) An agency or department with an exempt position in (a) of this section may adopt a salary schedule for the position. The agency or department shall submit the salary schedule to the director of the office of management and budget for approval. (d) A salary increase and bonus for an exempt position not subject to an approved salary schedule under (c) of this section must be approved by the director of the office of management and budget." Representative Claman moved and asked unanimous consent that Amendment No. 1 be tabled to the April 8 calendar. Representative Eastman objected and withdrew the objection. There being no further objection, Amendment No. 1 was tabled. The Speaker stated that, without objection, CSHB 48(FIN) would be held in second reading to the April 8 calendar.
